Before you can read any drug law honestly, you need four words to mean four different things. Most confusion about psilocybin comes from blurring them together. So let us slow down and separate them, because the difference between them is the difference between a calm decision and an expensive mistake.
Here is the vocabulary, from clearest to most precarious:
Legal — sanctioned by the law itself. The act is permitted; you can buy, possess, and use within the stated rules. Fresh truffles for adults in the Netherlands are the rare clean example in Europe.
Decriminalised — still against the law, but the penalties have been reduced or possession is not actively prosecuted. The thing remains unlawful; the state has simply chosen to treat it lightly.
Tolerated (in Dutch, gedoogd) — technically illegal, yet enforcement is deliberately withheld under official policy. The classic example is the historical Dutch coffeeshop model: cannabis was never made legal, the authorities simply agreed not to enforce the rule under set conditions.
Prohibited — illegal, with active enforcement. This is the global default. Most of the world sits here.
Legal means the law says yes. Everything else is a softer no.
The trap is assuming these words are interchangeable. They are not, and two contrasts make the danger concrete.
First: decriminalised does not mean you can buy it in a shop. A city may decide it will not prosecute someone for carrying a small personal amount, yet selling and supplying remain serious crimes, and no legal vendor exists. Decriminalised possession is also not the same as safe to carry — it is a reduced penalty, not a permission slip, and it rarely follows you out of that specific place.
Second: tolerated can be withdrawn overnight. Because gedoogd status rests on policy rather than on the law being changed, a new government, a local mayor, or a single high-profile incident can switch enforcement back on without any new legislation. What was quietly allowed on Monday can be policed on Tuesday. Tolerance is a posture, not a right.
So when someone says a substance is "basically legal" somewhere, the honest question is always: legal, decriminalised, or merely tolerated? Those are three very different footings to stand on.
Answer every question, then submit to see how you did. You can retake it as often as you like — your score is just for you.

The second habit worth building is to treat every legal status as a photograph taken on a particular day, in a particular place — not a permanent fact about the world.
It changes over time. Laws are amended, court rulings shift, and policy swings with public opinion. A status that was true last year may not be true now.
It varies by sub-jurisdiction. A single country can hold opposite rules inside its own borders. A city may decriminalise while the surrounding country still prohibits. "Legal in the United States" is almost always a meaningless phrase, because the relevant unit may be a city or a state, not the nation.
This is exactly why this course does not hand you a memorised list of countries. Any such list would be out of date before you finished reading it. Instead, we are teaching you how to think about legal status: which question to ask, which word actually applies, and where to verify it for yourself.
There is a quiet idea underneath all of this, and it is the spine of the whole course. Understanding the law is not bureaucratic box-ticking. It is part of harm reduction.
When you know precisely where you stand — legal, decriminalised, tolerated, or prohibited — you make decisions with your eyes open. You avoid the arrest you did not see coming, the confiscation at a border, the criminal record that follows a misunderstanding. Clarity protects you in the same way that knowing your dose or your setting protects you.
So let us be plain about this course's stance. We are here to help you read and respect the law, not to find ways around it. We will never encourage anyone to break the rules of their jurisdiction. Where the law is restrictive, the honest answer is to respect that restriction and to point you toward qualified professionals and your own local authorities, not toward a workaround.
Get these four words right, and the rest of the map becomes readable.
